SYSU Hosts Belt and Road MPA Students for Nansha Research Trip on Innovation and Opening-Up

Recently, the South China Technology Commercialization Center collaborated with Sun Yat-sen University's School of Government to organize a research trip for students of the Master of Public Administration program (MPA-CGDC). This program, hosted by the Ministry of Commerce and conducted by Sun Yat-sen University, primarily attracts students from core institutions such as the foreign affairs, internal affairs, treasury, national bank, and presidential offices of countries participating in the "Belt and Road" Initiative. The research trip aimed to vividly display Nansha's practical achievements in promoting high-level opening-up through institutional innovation, further expanding its overseas collaboration network, and assisting Guangzhou in effectively integrating foreign trade, foreign investment, outsourcing, external economy, and foreign intelligence in a cohesive strategy.

During the research trip, the students first visited the 'Going Global' Comprehensive Service Center for Chinese Enterprises— the first regional public welfare platform in China that is government-led, operates as a legal entity, and provides comprehensive life-cycle services. Currently, the platform has attracted 100 high-quality professional service agencies, forming a service list that includes 198 items across 16 categories, while establishing an overseas service network with 73 countries (regions). RICHO ANDRIYANTO, managing partner of a law firm in Indonesia, stated, "I observed that Nansha effectively reduces the risks for enterprises going global through one-stop services. The structured service catalog and international network exemplify a mature governance model. This deepens my understanding of the 'Nansha Model'; effective governance encompasses not only supervision but also service provision, ecosystem development, and strategic coordination between public and private entities."

At the Guangzhou Nansha International Talent Harbor, students learned about the increasing demand for high-level talent in strategic pillar industries, modern services, and future industries. Nansha has taken the lead in releasing a recognition list covering 248 types of overseas professional qualifications, focusing on key sectors such as intelligent connected vehicles, new energy storage, semiconductors and integrated circuits, and modern finance. Overseas professionals holding these qualifications may receive talent incentives of up to 1 million RMB. Additionally, newly introduced PhDs can receive a monthly living subsidy of 4,000 RMB for 30 consecutive months, with entrepreneurial teams eligible for funding up to 2 million RMB. KAKAI RAEL MUYINDI, an employee of the Kenyan Ministry of Interior, remarked, "One impressive phrase during our visit was, 'Break traditional rules to create a stage for global talent.' What struck me was not just the ambition of this statement, but its practical execution. The subsidies, housing support, and simplified residency processes are not mere promises on paper, but operational systems in action." KHLANG SOCHEATA, an official from Cambodia's Ministry of Public Affairs, added, "This field visit enhanced my understanding of how governance, talent, and technology interact within the development strategy of the Greater Bay Area, showing how technology swiftly transforms the global economy and reshapes the roles of government, enterprises, and talent, which was truly inspiring."

The group also toured the TCL Air Conditioning smart manufacturing base in Guangzhou, where they were impressed by the fully flexible black-light factory, industrial robot collaborative production lines, and high-performance AI intelligent agent platforms. SAI MYO NYUNT, deputy director of Myanmar's Ministry of Social Welfare, commented, "The base utilizes world-class fully flexible black-light factory and AI collaborative technology, achieving an astounding annual production capacity of 8 million units and showcasing the future of the intelligent industry. This visit has greatly benefited me, teaching me how to leverage technological innovation to drive modern regional development."

The students expressed that the research activities deepened their understanding of the underlying logic behind Nansha's systematic construction of an open highland, a technological innovation hub, a highland for industry, a talent high ground, and a comfortable living environment. They also recognized more development opportunities and pledged to serve as a bridge, contributing wisdom and strength to promote economic growth, improve global governance, and expand collaborative platforms.
